The game uses an overhead world and town map with command-driven battles. Players control successive emperors as they travel between regions, trigger events, and pursue objectives in a largely non-linear order. When an emperor falls or an era advances, a new ruler inherits the empire, while certain progress, facilities, and learned abilities carry forward depending on the system.
